Mr.Churchill's Circular despatch of the
25th of March, 1922.

are now advised that legislation is
desirable I see no objection to legislation
on the lines of the Zanzibar Decree No.37 of
1925, of which a copy is enclosed for your
information, but it is not thought

proceed

Imperial legislation has been passed.
